Before work begins
Send the shape of the problem and whatever is already written down. A scope note and a range come back before anyone talks about a start date.

A short note when a write-up goes out, plus the odd postmortem worth reading. Roughly six emails a year.
It is published in the open, where anyone can copy it, so it is left short of its final polish and audit pass. The design chosen is fully audited and polished before it goes live.
